Durão, esse perigoso neo-liberal
Entre protestos dos socialistas, verdes e sindicalistas, foi apresentada por Durão Barroso a proposta de revisão da "estratégia de Lisboa". Contra acusações de perda de focus no "social" e no ambiente:
«"If the proposals are implemented, the Commission said that that the new strategy would boost the EU's gross domestic product (GDP) by three percent by 2010 and create six million jobs. (...)Amongst other things, Mr Barroso proposes that a "Mr Lisbon" be appointed in each member state to make individual countries feel more responsible about the Lisbon Strategy. The proposal also intends to "make Europe a more attractive place to invest and work" and to create "more and better jobs". » Via EUobserver
A proposta é feita em dez pontos:
"- Goal of becoming most competitive economy in the world by 2010 dropped
- Mr or Mrs Lisbon to be appointed in every member state
- EU to aim for a target of 3 percent of GDP spent on research and development (R+D)
- Ensure open and competitive markets inside and outside Europe
- Improve labour market flexibility by removing obstacles to labour mobility
- Creation of a truly "European Institute of Technology", to attract "the brightest minds from around the world"
- Completing the internal market
- Expand and improve European infrastructure
- Move forward on a consolidated corporate tax base [the way corporate tax is calculated]
- Simpler reporting. Only one Lisbon report to be issued at EU level and only one report at national level"
Encontramos vários pontos que podem servir de inspiração e suporte ao choque tecnológico proposto por José Sócrates, ainda que tenham a oposição da esquerda (socialistas incluidos) do Parlamento Europeu.
